OFFICIAL MINUTES
September 8, 2008

Pursuant to due call and notice thereof, the City Council of Upsala, MN met in regular session on Monday,
September 8, at 7:00 p.m. in the Upsala Fire Hall. In Attendance: Mayor Dan Cheney; Council Rollie Johnson, Robert Maciej, Dan Hovland, & Bethany Malisheske. Staff: Michele Caron, Frank Koopmeiners. Visitor: Joyce Larson.

Meeting called to order by the Honorable Mayor Cheney at 7:00 p.m.

Minutes-Minutes of the August Meeting were reviewed. Motion by Hovland to accept as written, second by Maciej to approve; unanimously carried.
Agenda-Johnson motion to approve with addition of Region 5 letter, and table animal ordinance, second by Malisheske; unanimously carried.

Maintenance Report-Frank Koopmeiners-Water Superintendent
• Water 34,097 gal/day, up 2,484 gal/day and sewer 1.61 hrs/day, down 1.36 hrs. /day.
• Visitors- Joyce Larson submitting a list of volunteers for new commission.
• Fire Department Report-Frank Koopmeiners- Hay baler fire on 9/6/08

Planning Commission Report-by Dan Cheney
Motion by Mayor Cheney to approve recommended permit applications, second by Johnson; unanimously carried.
1. Rawland Hagstrom addition
2. Upsala Ballpark Association ball fields

Community Development Commission Report-Bethany Malisheske & Robert Maciej
• Discussion on bands performing at the parade. Most bands receive payment for
parade performances, and the commission will need to look into whether our parade will do so in the future. To date no bands have been paid. Motion made by Maciej, second by Hovland to not approve recommendation by commission to purchase a gift
certificate for band director for hours of gratis work with Upsala band performance at the parade. Unanimously carried with Cheney abstaining. The city council expresses thanks and appreciates the hard work band director Denise Cheney and the Upsala Band put forward to perform at the parade.

Old Business-
• Clerk attending MNGFOA conference in Alexandria with registration at her own
expense. Office closed 9/24/08 to allow for attendance.
• Mailing to residents and property owners-Brochures and letter of information.
• Trees at recreation building-Motion by Johnson to reimburse Gene Harren $230.04 for planting trees to replace some that died, second by Hovland; unanimously carried.

New Business-
• Region Five letter regarding workshop on community development.
• Bills audited and ordered paid in the amount of $9,991.27.
