Regular Meeting, December 3, 2008

The regular monthly meeting of the Upsala Planning Commission (UPC) was held Wednesday, December 3, 2008 at City Hall, Upsala, Minnesota.
Present were: Mayor Dan Cheney, Dan Hovland, Ken Lange, Steve Woller and Lynda Tarbuck
Visitors: Tim Farris.

The meeting was called to order by Dan C. at 6:05 pm. Minutes from the November 5, 2008 UPC meeting were distributed.

TIm Farris was present to address any concerns about his land use permit application for an outdoor boiler at the house he owns at 212 Borgstrom Street. There are no established city guidelines but he was asked to be sure the smokestack is tall enough to keep the smoke up high. The placement of the boiler is in an acceptable location. Motion by Dan C., second by Ken to recommend approval of permit. MCU.

Dan H. presented the commission attendance form which will be given to the clerk so that payments can be approved at the next city council meeting.

The group reviewed a city map that the US Census Bureau had sent. They will be conducting a "Boundary and Annexation Survey" (BAS) in preparation for the 2010 census. Corrections and additions were discussed, including adding the road to Cardinal Heights. Dan C. will update the map in time for the March 1 deadline.

Lynda reported that she had sent a fax to Nancy Scott of AllSpec, requesting information about their building inspection services. Lynda is awaiting a reply.

Ken was thanked for his service on the planning commission. He has been a member since July, 2005 and this was his last meeting. Dan H. was also thanked as this was also his last meeting as his one-year term on the city council will be ending.

The question of how often the UPC needs to meet was raised by Mayor Cheney. It will be discussed at the January meeting.

The meeting was adjourned at 6:50 pm.
