Planning Commission Minutes
April 1, 2009

The April meeting of the Upsala Planning Commission was called to order at 6:00 by Mayor Cheney. Also present were commission members Steve Woller and Lynda Tarbuck. Absent was Joan Olson. One opening still exists on the Planning Commission.

Gene Harren and Donald Prom were present to discuss the St Mary’s Church building project. They had a site plan to show the commission. The site plan showed an issue with impervious surfaces on the site. The zoning ordinance calls for not greater than 15% impervious coverage in agricultural zones. With the parking lot they have approximately 30% coverage (which is allowed in residential zones). It will be explored to find the best course of action to allow for the impervious coverage – writing applicable language into the conditional use permit or possibly re-zoning the property. The site plan does allow for adequate parking according to the ordinance.

Ron Carlson presented an application for a building permit to the commission. He wishes to build a 28x40’ shed on his property at 616 Tower Road. Setback requirements and other structure requirement were met, so the commission voted unanimously to approve the application.

The commission also reviewed a notice from the League of Minnesota Cities. As of August 1, 2008 the state building code became a statewide standard – regardless of city population. However cities are not required to enforce the code.
