Upsala Planning Commission

The Planning Commission reviews applications for land use, conditional use permits, variances, and plans for projects within the community. It is also their duty to review zoning ordinances and issues. They meet on the Wednesday before the city council meeting at the fire hall at 6:00 p.m. 2010 Planning Commission meeting dates: Jan 6; Feb 3; Mar 3; April 7; May 5; June 9; July 7; August 4; September 8; October 6; November 3; December 8. Meetings subject to cancellation if no business.

What Requires A Land Use Permit?

Most building and exterior remodeling projects require an Application for Land Use Permit. Permits must be submitted to the city office and approved by the Planning Commission and City Council prior to beginning the work. The Planning Commission meets the first Wednesday of every month, with the City Council giving final approval on the second Monday of every month.

The following require a land use permit, $75 fee, and approval by the Planning Commission and Council:

  • New house
  • New shed, garage or other building over 120 square feet
  • Building addition
  • Moving a building
  • Deck or patio over 100 square feet
  • In-ground pool
  • Industrial structure
  • Athletic field

The following require a land use permit, $15 fee, and approval by the Planning Commission and Council:

  • Fences
  • New driveway
  • Outdoor wood stove/boiler or Fireplace
  • Handicap ramp

The following require a land use permit, $15 fee, and can be approved immediately by the city clerk:

  • Building demolition
  • Siding
  • Shingles
  • Signs
  • Retaining walls over 3 feet
  • Driveway paving or concrete (not just resurfacing)
  • Deck or patio less than 100 square feet

The following DO NOT require a permit from the city:

  • Interior remodeling
  • Electrical, plumbing, heating or cooling systems
  • Window replacement

The city clerk has the discretion to determine if UPC prior approval is required.
The city council grants final authority for land use permits.
Permits for more than one project on same site may be combined.
Permits are valid for one year from date of approval.
The Upsala Planning Commission meets the first Wednesday of each month, at 6:00 pm, at City Hall.
Failure to obtain a permit before construction may result in a penalty.
